4.4 Summary In summary, over the last six months, 31% of concerns have had an element relating to attitudes and behaviours. This compares with 50% and 39% for the previous six months. 32% related to policies, procedures and processes. An element of one concern related to potential patient safety because of a changed decision. This has been investigated as a Datix incident. Another potential patient safety concern related to the people involved in a decision. 5. Freedom to Speak Up month The National Guardian’s Office has asked every Trust to support National Speak Up month in October. The theme for Speak Up Month 2022 is “Freedom to Speak Up for Everyone” with each week having a specific focus: #SpeakUpforSafety The safety of people who use and work in our services is core to how we work. #SpeakUpforCivility Week 2 focuses on being kind to colleagues and not forgetting to be kind to yourself. #SpeakUpforInclusion Week 3 is all about promoting inclusion and breaking down the barriers we know exist to enable all workers to feel safe to speak up and be heard. #FTSUforEveryone Week 4 brings together all professions, worker groups and sectors, both within health and social care and beyond making speaking up business as usual for everyone; regardless of job role, background or circumstance. FTSU month has been communicated via Team Brief, HIVE banner and posters and presentation reflecting the themes on the Engagement stall. The RESPECT campaign was promoted during civility week and the EDG video was also shown during inclusion week. The FTSU champions were promoted and staff were asked to pledge to support FTSU. 6. FTSU plan The FTSU plan has been refreshed for 2022/23 and progress with the actions are in Appendix 1. The main items are: • Updated Trust policy to meet requirements of refreshed national Freedom to Speak Up policy • FTSU senior nurse reflections on speaking up and listening up available for use on CPEP virtual study and other occasions • Discussion of FTSU and the board self assessment at a Board development day • Production of video of Ethnic Diversity Group (EDG) staff network experiences, promoted at senior committees and during FTSU month and for inclusion in RESPECT training • Staff survey results and barriers discussed at an EDG meeting 7. Governance arrangements for when a Freedom to Speak Up concern is raised A Standard Operating Procedure and a flow chart have been produced which clarifies the type of concern and the responses that are required. They also highlight the decisions and escalation process that need to take place depending on the concern and its content. The objective of the document is to set a clear process for escalation and confidentiality. (Appendix 2)
