Oversight Framework
NHS England and NHS Improvement’s Oversight Framework provides the framework for identifying the potential support needs of healthcare providers. The framework looks at five themes: • Quality of care ● Finance and use of resources • Operational performance ● Strategic change • Leadership and improvement capability (well-led) Based on information from these themes, providers are segmented from 1 to 4, where ‘4’ reflects providers receiving the most support and ‘1’ reflects providers with maximum autonomy. A foundation trust will only be in segments 3 or 4 where it has been found to be in breach or suspected breach of its licence. Segmentation We have been segmented as a 1 (maximum autonomy). This is the best possible assessment and reflects high performance across the 5 themes. This segmentation information is the Trust’s position as at 31 st March 2020. Current segmentation information for NHS trusts and foundation trusts is published on the NHS Improvement website. Finance and use of resources The finance and use of resources theme is based on the scoring of five measures from ‘1’ to ‘4’, where ‘1’ reflects the strongest performance. These scores are then weighted to give an overall score. Given that finance and use of resources is only one of the five themes feeding into the NHS England and NHS Improvement’s Oversight Framework the segmentation of the trust disclosed above might not be the same as the overall finance score here.

Overall scoring
The Trust’s finance and use of resources score for 2019-20 is 1, as it has been since the Single Oversight Framework was introduced in 2016-17. This score represents the strongest performance possible. As recorded in the finance score calculation, agency spend against the £989k ceiling set by NHSI stands at £841k for 2019-20, which includes £24k of agency spend on services hosted by The Christie.
